PARLIAMENT

YESTERDAY’S PROCEEDINGS LEGISLATIVE COUNCIL (Per United Press Association) WELLINGTON, Dec. 1. The Legislative Council met at 2.30 p.m. , . Mr W. Perry reported that an agreement had been reached between representatives of the Council and the House regarding the amendment to the Whangarei Airport Bill. The subclause deleted by the council was to be reinstated and words added to provide that the Airport Board could not delegate its powers to a committee to spend money unless a member of the board was on the committee, ihe amendment was agreed to. FINANCE BILL Continuing the debate on the Finance Bill, the Rev. J. K. Archer referred to the clause amending the Fair Rents Act and said that the law was not made for the righteous man, and righteous landlords and tenants would continue as if the law were unaltered. The amendment was necessary to protect tenants from those not prepared to act iustly. Mr J. McLeod expressed the view that the rent restrictions were checking private building and said he doubted if the check given to building was justified for the sake of protecting rare cases of hardship. The Leader of the Council (Mr M. Fagan) said the clause did not apply to houses not already un “ the provisions of the Fair Rents Act and consequently anyone who wished to do so could build houses and let them and recover possession in the ordinary way. When the Bill was considered m Committee the clause was opposed and Sir James Allen and Messrs A. Burns, W. Hayward, -l-McLcod, . Perry, Sir R. Heaton Rhodes, H. A. Russell, W. W. Snodgrass and V Ward voted against it, but it was adopted by 17 votes to nine.
