The Belgian Government is to encourage unemployed persons under 21 years of age to follow vocational training courses by paying their expenseg and giving them 300 f (£2) when they have qualified. There is a shortage of skilled labour in the country. Advertising points out the merits of a product and impresses the buyer with its desirability.
