BRITISH PROPOSAL
NON-INTERVENTION PLAN MEETING OF SUB-COMMITTEE SEVERAL POINTS AGREED TO (United Press Association) (By Electric Telegraph—Copyright) LONDON, Nov. 2. By to-day's decision the Nonintervention Sub-committee averted a threatened deadlock, Italy, Germany and Portugal waiving their objections at least temporarily. The sub-committee agreed that the chairman should seek from the Spanish parties concurrence with the withdrawal of volunteers under international supervision, and that commissions go to Spain to estimate the numbers. It was also agreed that the chairman inform them of the willingness to grant belligerent rights as laid down in the British plan. The sub-committee decided that from a date to be decided by the full committee observation on frontiers should be resorted to simultaneously, with strengthened sea observation. M. Maisky declared that the Soviet had not denounced nonintervention, but believed it had failed. At present it would not kill the British plan by a negative vote. BRITISH DELEGATE ARRIVES BRUSSELS, Nov. 2. Mr Anthony Eden arrived and went to the Metropoli Hotel, where 25 rooms were reserved for the British delegation. He will confer with Mr Norman Davis later. INVITATION TO JAPAN BRUSSELS, Nov. 3. (Received Nov. 3, at 11 p.m.) As the result of preliminary talks among statesmen, it is expected that the conference, over which M. Spaak will preside, will decide to renew the invitation to Japan, but no hope of participation is held out.
