GROUPING EUROPE'S ENERGIES DR ROSENBERG'S DECLARATION LONDON, Oct. 18. The Berlin correspondent of The Times says that, despite the assurances of Herr Hitler and Signor Mussolini that they do not intend to propagate Nazism or Fascism «n other countries, Dr Rosenberg (Reich Leader), in a speech, declared: " Our duty is to restore selfconsciousness not only to Germany, but also throughout Europe. We are seeking a form for the grouping of Europe's creative energies in a single unit, warding off anti-Euro-pean instincts- and fighting those who regard Asia as the origin of European culture."
