THE EUROPEAN SECTION PLAN FOR TRANSFER REJECTED ROME, Oct. 18. (Received Oct. 19, at 5.5 p.m.) Signor Mussolini unexpectedly rejected plans to transfer the European section of Addis Ababa to a lower altitude, after the Italians' discovery that only Europeans with strong hearts and lungs can live at 9000 ft. His refusal is believed to have been prompted by economic reasons.
