BOROUGH OF ST. KILDA
MEETING OF COUNCIL The fortnightly meeting of the St. Kilda Borough Council was held last night and was attended by the Mayor (Mr J. J. Marlow) and Crs G, Glue, R. S. Brent, T. D. B. Roy, N. D. Anderson, W. J. Lovell, E. Longworth, W. Rutherford and W. J. Davidson. CONTROL OF DOGS The town clerk, Cr Anderson and Cr Roy were appointed a sub-com-mittee to frame a by-law dealing with the control of dogs in the borough, for submission to the next meeting of the council. WATER CONSUMPTION It was reported that the water consumption for the fortnight ended at noon that day had been 1,536,000 gallons, at a cost of £BO 10s 6d, compared with £BO 13s for the previous two weeks.—Noted. FOREMAN’S REPORT The borough foreman (Mr J. Clyma) reported that during the
fortnight ended on October 9 the council’s workmen had been engaged in general maintenance work, grassing and rolling the boundaries of De Carle Park, and raising fire plugs and valves in certain streets to the level of the road. As weather permitted, tarsealing was now being carried out, and several streets had been graded in readiness. The report was adopted. FINANCE
Accounts amounting to £2824 were passed for payment.
It was reported that receipts during the past fortnight had been £364, the credit balance at date amounting to £960 0s Bd.—Noted. Presenting the statement of receipts and expenditure for the six months just ended, the chairman of the Finance Committee (Cr Anderson) said that the payments were £4OOO in excess of those for the corresponding period of last year. The greater portion of this amount (£3700) was paid towards the cleaning and relining of the water mains, and as a result of the work as much as £4OO per annum might ultimately be saved in the water rate. The total cost of the undertaking was £6OOO, and it was an indication of the sound financial
position of the borough that it was able to meet this amount without increasing the rates. Arrears had come in well during the past halfyear, over £9OO more having been paid than in the same period of 1936. The number of building permits issued in the borough during the six months ended on September 30 last was almost double what it was for the corresponding six months of 1936. During the ensuing months, Cr Anderson said, expenditure must be watched strictly, and if this were done there was no reason why the present healthy state of the borough’s finances should not be maintained. If at all possible, it was the duty of the council to see that it could meet its commitments without imposing any extra burden on the ratepayers. The statement was approved.
