ITALIAN LEADER IN BERLIN SPECIAL PRECAUTIONS TAKEN ALL WINDOWS KEPT SHUT (United Press Association) (By Electric Telegraph-CODVrleht) BERLIN, Sept. 26. The police ordered that windows along the route Signor Mussolini was travelling must be kept shut. Nobody was permitted on roofs, and householders and caretakers were warned not to admit any unknown person to buildings. The police explain that over-excited people might fall from the roofs or through open windows, endangering the crowd below. The Russian Embassy was the only building in Unter den Linden not decorated. ARMY MANOEUVRES WATCHED BERLIN, Sept. 26. Herr Hitler and Signor Mussolini watched the culmination of the army manoeuvres, in which hundreds of tanks and aeroplanes were engaged. KRUPPS WORKS VISITED ESSEN, Sept. 27. (Received Sept. 28, at 2 a.m) Signor Mussolini and Herr Hitler are spending the morning inspecting Krupps works, following a surprise decision yesterday, believed to be due to II Duce's desire. The town was hastily decorated, but few Italian flags were available. Signor Mussolini arrived by special train at 8 a.m., and was received by Herr Hitler, who arrived 10 minutes earlier and was then standing up in a motor car. The dictators acknowledged the cheers of workers lining the streets behind double rows of Storm Troopers. A triumphal arch was the only decoration at Krupps because, it was explained, " Signor Mussolini is visiting the town at work."
