THE DRAFT FOR LIBYA BRITAIN’S FEAR GROUNDLESS ROME, Sept. 20. (Received Sept. 20, at 9.30 p.m.) An official communication says: “A number of English newspapers have deliberately attributed great importance to the sailing of Italian forces to Libya. Their pretended alarm is groundless as we are merely executing a plan arranged for a long time ago and made universally known.”
