THE VICEROY’S MESSAGE ATTITUDE OF CONGRESS LEADERS BOMBAY, June 22. The Congress leaders reserve comment on the message broadcast by <he Viceroy (Lord Linlithgow), appealing for co-operation in the working of the new Constitution. The Working Committee of Congress will meet on July 5. An official opinion is that the position has not improved. ' The Bombay Chronicle says that the Viceroy missed a great opportunity by refusing to respond to Mr Gandhi’s gesture.
