AMERICAN MERCHANT MARINE REPLACEMENT URGED (United Press Association) (By Electric Telegraph—Copyright) ' WASHINGTON, June 8. (Received June 9, at 11.30 p.m.) In a special message to Congress President Roosevelt urged the construction of a Government-subsidised American merchant marine to replace the obsolete vessels now flying the American flag He asked for an immediate appropriation of 10,000,000 dollars and authorisation of an additional 150,000,000 dollars as the start of the five-year replacement programme aggregating 450,000,000 dollars The funds would be available to the recently-created United States Maritime Commission, the chairman of which said it would enable the building of 95 ships.
