PLAYED ON BY DICTATORS THE CREATION OF ARMIES A BISHOP'S DECLARATION (United Press Association) (By Electric Telegraph—Copyright) LONDON. May 28. A scarcely-veiled reference to Herr Hitler was made by the Bishop of Birmingham when speaking in London. He said: " Recent Continental history shows how even a public-house politician and dosshouse dreamer can gel a clientele which swells dangerously in times of public emotion and disorder. When a dictator has as many followers as he can pay he can create armies and munitions actually on a rake's progress. This must end in bankruptcy and revolution, or possibly a successful war. If there is a chance of war averting his downfall, a dictator plunges." Referring to Italy, Dr Barnes added: " Signor Mussolini's attempts to force up the birth rate are pathetic. Quality, not quantity, is important. I was recently .in Palermo, which is a huge slum. People who think and feel are increasingly reluctant to breed children for cannon fodder."
