FUTURE OF LIBYA
AN ITALIAN CONSTITUTION SIGNOR MUSSOLINI'S PLANS ROME, April 10. (Received April 11, at 8 p.m.) Signor Mussolini announced a new constitution for Libya at an Italian Cabinet meeting to-day. The Libyan Army Corps will consist of Italian troops commanded by the Governor if he is a soldier. A loan of £260,000 has been granted to assist agriculture. The administrative divisions have been revised and the Ministry of Colonies will change its name to the Ministry of Italian Africa, with enlarged premises in- Rome.' An amnesty will be granted to Libyans sentenced in the courts, and a new port will be built at Assab to suDply a new outlet for Italian East Africa.
