JAPAN RATIFIES AGREEMENT I Hi lush Official Wireless) RUGBY, Feb. 6. The agreement made at Bankok in 1931. under League auspices, imposing the application of a full monopoly of the retail of prepared opium in Far Eastern countries has just come into force owing to Japan’s ratification, which is added to the existing ratifications by the United Kingdom, France, India, the Netherlands, Portugal and Siam.
