NON-FORTIFICA TION JAPAN’S ATTITUDE TOKIO, Jan. 4. The Domei News Agency has announced from authoritative quarters that if the non-fortification of the Pacific areas is discussed at all the Government will insist that it must be approached from an entirely new basis. The announcement recalls that the British Government in December requested Japan to expedite her reply regarding the suggested discussions on the continuation of the non-fortification clause after the lapse of the Washington Treaty.
