PACIFIC FORTIFICATIONS
REJECTION OF BRITISH PLEA AMERICAN ATTITUDE OUTLINED NEW YORK, Nov. 8. (Received Nov. 8, at 9 p.m.) The Herald-Tribune's Washington correspondent says that he has learned that two- months ago the United States rejected the British proposal forthe continuation of the status quo in Pacific fortifications. The American reply had already been delivered when the British plea was made public in October, but it was not divulged until after the election. The State Department's speedy decision is viewed as indicating the Administration's determination to regain the complete freedom of naval action which the 1922 treaty removed. Regarding Pacific bases, the United States is willing to discuss the status quo if it is linked with the naturalisation of the Philippines or a new general readjustment of the whole Far Eastern question, but it will not consider it as an isolated subject.
