QUESTION OF RESTORATION PLEBISCITE TO BE TAKEN VIENNA, Oct. 17. (Received Oct. 18, at 10.30 p.m.) Dr Schuschnigg announced that Austria would hold a plebiscite on restoration of the monarchy at the proper time. He added that the legitimist movement was legal. He had not promised Germany that he would not permit restoration of the Hapsburgs. This was purely an internal matter. No devaluation of the schilling was contemplated. Dr Schuschnigg thanked Prince Starhemberg and the Heimwehr for assistance in rebuilding Austria, but he delivered another blow to Prince Starhemberg by announcing that Field-marshal Baarenfels is resigning the command of the militia, in which the Heimwehr will be merged, and would be replaced by Fieldmarshal Hulgerth. It was known that Prince Starhemberg hoped for this appointment.
