AMERICAN REGULATIONS WASHINGTON, Oct. 17. (Received Oct. 18, at 10 p.m.) Under a new set of Department of Commerce regulations, under the Geneva Treaty, 1931, American seamen are forbidden to slaughter 14 types of whales, which are threatened with extinction.
