YESTERDAY’S PROCEEDINGS LEGISLATIVE COUNCIL i Per United Press Association ) WELLINGTON, Oct. 16. The Legislative Council met at 11 a.m. The Main Highways Amendment Bill was received from the House. Moving the second reading, the Leader of the Council (Mr M. Fagan) said the object of the Bill was to secure uniformity in main highways. Mr R. M’Cailum said that, in view of the progressive nature of the Government’s legislation, it was entitled to be called “ Reform Party.” The legislation embodied in the Bill was a very necessary reform. He protested, however, against the expenditure of public money on highways running alongside railways, and said that ii would be better if more attention were given to roads feeding the railways. Mr W. H MTntyre supported the Bill, which, he said, gave effect to the original provisions of the Main Highways Bill It would result in improved main highways Mr Fagan replied briefly, and the Bill was passed through all stages and passed. The Napier Gas Extension and Enlargement Bill was passed, and the Council rose at 12.10 p.m. till 2.30 p.m.

AFTERNOON SESSION The Council resumed at 2.30 p.m. The Auckland Harbour Board Empowering Bill and the Bay of Islands Harboui Amendment Bill were reported from the Local Bills Committee without amendments and passed The committee reported that the rights and prerogatives of the Crown were affected in the Hawke’s Bay Rivers Amendment Bill and the Sumner Borough Empowering Bill, and on the request of the Leader of the Council (Mr Fagan) further progress on these Bills was postponed to enable the Government to make investigations. The Council rose at 2.45 p.m. till 11 a.m. on Wednesday. HOUSE OF REPRESENTATIVES (From Our Parliamentary Reporter) WELLINGTON, Oct. 16. The major business before the House of Representatives to-day consisted of consideration in committee of the Industrial Efficiency Bill The comment made by Viscount Elibank. president of the Empire Chambers of Commerce, on the provisions of the Bill was discussed at some length and the general aspects of the measure also claimed attention The short title was passed without division and progress was reported shortly after 5 p.m. The House rose at 5.20 p.m
