Inquiries into the large increase in the quantity of water used during the early part of this year at a private boarding-house in Napier have yielded the Napier Borough Council the explanation that a tenant allowed a tap to run because that stopped a tapping noise in the pipe. A plumber could have remedied the trouble, but the tenant allowed the water to run for three months before making an effort to put a stop to the trouble. As a consequence the owner of the premises had an unusually large water bill, but the council, having found out the history of the trouble, has agreed to accept the charge for half of the excess water consumption over the average for the past four years.
