A plumber could have remedied the trouble, but the tenant allowed the water to run for three months before making an effort to put a stop to the trouble. As a consequence the owner of the premises had an unusually large water bill, but the council, having found out the history of the trouble, has agreed to accept the charge for half of the excess water consumption over the average for the past four years.
