SIR ARTHUR RICHARDS LONDON, August 7. (Received August 9, at 5.5 p.m.) Sir Arthur Frederick Richards has been appointed Governor of Fiji. Sir Arthur Richards has been Governor and Commander-in-Chief of Gambia Colony since 1933.
