(Received Feb. 26, at 11 p.m.) Following the rejection of private barter applications it is expected that a new agreement, which it is hoped will be negotiated when the Consul-general, Herr Asmis, returns to Sydney in March, will embrace, first, abolition of private barter business; secondly, the opening of new foreign special accounts; thirdly, a change in the method of premium payments. It will be made easier for German firms to import raw wool but accounts will be opened only if a promise is given that no premium will be paid to Australian purchasers of German goods, which previously ranged to 20 per cent.
