RUMANIA'S POLICY
COLLECTIVE SECURITY STATEMENT BY KING CAROL (United Press Association) (By Electric Telegraph—Copyright) LONDON, February 17. (Received Feb. 17, at 9 p.m.) " For Rumania the first essential is union with France and Britain, and participation in making the League still effective for the maintenance of peace. Therefore collective security is Rumania's policy," said King Carol when interviewed by< the Daily Telegraph's diplomatic correspondent. He added: " I
most profoundly desire peace; nevertheless I am not a pacifist in the sense that I believe in disarmament in the present condition of the world as a means of peace. We must be prepared in the last resort to fight for an ideal, which is a most horrible thought when peace is our ideal. Yet if we are wise and strong it should not be necessary to fight." King Carol expressed the opinion that the Paris talks had definitely eliminated restoration of the Hapsburgs.
