FRANCO-SOVIET PACT PARIS, February 15. (Received Feb. 10, at 10 p.rn.) M. Flandin, addressing the Senate’s Foreign Affairs Committee, emphasised the Franco-Soviet pact was open for Germany to join at any time. “Germany cannot therefore say it is aimed against her,” he said.
