INDUSTRIAL PROPOSALS (British Official Wireless) RUGBY, February 14. (Received Feb. 15, at 5.5. p.m.) The commissioner for distressed areas in England and Wales, in a progress report issued last night, recommends that a special fund be created to stimulate the introduction of new industries and the expansion of existing ones in these special areas. In fegard to agriculture, a programme is announced to enable about 2000 families from special areas to be established on grouped small holdings by the summer of 1937, mostly in groups of about 40 families.
