Municipal authorities in Madrid, determined to teach pedestrians when and where to cross the road, have in a month imposed more than 11,300 fines on careless walkers. There have been cases of excited citizens whose dignity will not allow them to be stopped by a policeman and pay a fine in the street, but it does not prevent them waving their arms and protesting, upon which they are marched off to the " Comisaria "—police stationwhere they pay a much larger fine.
