BALCLUTHA Borough Council The Mayor (Mr D. T. Fleming) presided over a full attendance of councillors at the monthly meeting on Wednesday. The treasurer reported that the district fund account showed a debit of £359. The report was adopted and accounts amounting to' £595 7s 4d were passed for payment. After hearing the Works Committee's report it was decided to hold over in the meantime the work of erecting a public convenience in William street. A deputation from the bowling club, comprising Messrs T. M'Cormack and Cunljffe, waited on the council to protest against the proposed charge- of Is per 1000 gallons for water used for the purpose of flooding the green at intervals. Mr M'Cormack said the club considered that a flat rate of £2 10s a year, the same as the garages paid, would be more equitable, and the clubs were quite prepared to pav that for the five months of the year during which they required water. Mr Cunliffe said it would onlv be on occasions that they would flood the green for the purpose of killing grubs, as iiad been done last season. Considerable discussion followed. Cr Gormack said the borough supplied water to farmers outside the borough bounds at £3 a year, and in. some cases the taps were nvning all the time during the summer. He moved that a fee of £2 10s be charged the bowling club.—Cr Russell seconded. —Cr Copland moved as air amendment that the charge lie 5s an hour. —This was seconded by Cr Little. On a vote there were live for the amendment and five against, and the Mayor gave his casting vote against the amendment, the motion ' being then carried. Messrs .Dreaver and Mulvey waited on the, council on behalf of the Balclutha Swimming Club. ■ Mr Dreaver explained that the club wished a renewal of the agreement to fill the baths periodically at a charge of 15s a filling, as last year. Mr Mulvey 6aid it would be a serious matter for the club if the price were raised; Fifty-six children had learned to swim at the baths under the supervision of the club last season, and swimming, he thought, would yet become a compulsory subject in the schools.—Cr Little was : in. favour of reducing the charge, seeing that the club was doing good work for the community, but a motion was carried to adhere to the former charge of Jos per filling. It 1 was decided'to renew the subsidy of £l2 to the Balclutha Pipe Baud. Mr A. ; Dawson forwarded , a balance sheet of the Health Stamp Committee's effort, showing that the sum of £56 13s lOd had .been realised, which the Mayor said was very satisfactory, and he moved a vote of thanks to the Ladies' Committee. The Public. Worke Department notified that the two other local bodies interested had agreed to Balclutha Borough being I the controlling body for the traffic bridge in future, the Clutha County Council agreeing to place the services of their .engineer' at the'disposal of the borough when necessary in connection with the .upkeep. The ■'• Public Works Department. wrote regarding the dangerous, bend on Hasborough road, and suggesting that, the work be done with unemployed labour.— It was decided to ask. Mr T. M. Ball, district engineer, Public. Works Department, to consult with the council in the mattter op his next,visit to the district. ■ The' Finance Committee recommended that the much-disputed account from the Post and' Telegraph' Department for damage done, by borough workmen to an .underground/cable near. the. new bridge .be pakl, and this waa.agreed to; %. , •;■•' The secretary of the Balclutha Brass Band wrote asking the council for a subr sidy now-that • the affairs,, of the band had been t reorganised, • arid enclosing a balance sheet.—Jt- was decided to vote £ls to the band* >•; CrD. M. (chairman of the Reserves Committee) reported that £174 had been already spent on the new motor camp adjacent to, the lower reserve, and the equipment required comprised the laying on of a water supply, the erection of two conveniences, and a pavilion with fireplace, which it was estimated would cost £4O. The charges to motorists would be 2s a night, 5s for three days, and 10s for a week.—The report was adopted, arid the committee was given power to act.' .' Theresas a desire now to do away -with local, by-laws, so that-there might be uniformity, particularly in traffic regulations, throughout the Dominion. —The motion was carried, the Finance Committee to act in revising the by-laws.
