ENFORCEMENT OF NEW LAW LONDON, October 29. (Received Oct. 30, at i> p.m.) Travelling by special trains and motor buses throughout the country the first German post-war conscripts are arriving at regimental centres in readiness for the conscription law which will lie enforced on November 1. It is believed that the full annual contingent; of recruits will approach '150,000. The present draft of about 200,000 will increase the army to 400,000.
