CHAMBERS OF COMMERCE THE PRESIDENTIAL ADDRESS PARIS, June 24. The C on S ress °f International Chambers of Commerce has opened. Mr Van Vilissingen, in his presidential address, said that the world's economic conditions were worse than they were two years ago. As long as the foundations of world trade were not restored they could not have confidence in the future. Sir Arthur Balfour and Mr Yosaburo Ito .agreed that Japanese competition in world markets prompted general wealth. Mr Ito explained that export trade was vital to Japan, where the livelihood of 70,000,000 people depended on the importation of raw materials. Moreover, Japan could pay her creditors only by All countries desired the opening of new markets, which was attainable by allowing Japan to increase her wealth through importation and become a great buying country.
