MUTUAL ASSISTANCE
O- . RUSSIA AND FRANCE M. LITVINOFF'S PROPOSALS LONDON, November 27. The Daily Telegraph's Paris correspondent says it is understood that M. Litvinoff last week submitted to M. Laval proposals for the conclusion of a pact of mutual assistance. It is rumoured also that the Turkish Government is agreeable to conclude a pact of non-aggression and mutual consultation with France.
