LICENSING REGULATIONS THREE TYPES OF LICENSE (Peb United Pbess Association) WELLINGTON, November 28. Regulations concerning the licensing of commercial aircraft services were contained in w special Gazette issued this evening. They have been issued tinder the Transport Licensing (Commercial Aircraft Services) Act recently passed by Parliament. . 'i • Provision is made for the issue of continuous licenses, temporary licenses and special licenses for aero clubs. The regulations set out the procedure to be followed in applying for the various types of license and the' scale of fees payable. The licensing authority is the Transport Co-ordination Board, and'in its proceedings the board may act upon such information as it thinks fit, whether the evidence would be legally admissible in judicial proceedings or not. The decision of the board in reference to an aircraft service license shall,be forwarded to the Commissioner of Transport, i A complete and correct time table and list of fares for the time being in force for the service in which any aircraft is used shall be displayed in a suitable conspicuous place on the aircraft, and also at a suitable place in every aerodrome regularly used for the service. Every application for the renewal of an aircraft license shall be made not less than 28 days before the day on which the license expires. The licensee shall promptly report in writing to the commissioner and publicly notify at least once in a newspaper circulating in the district served all interruptions of the aircraft service which are likely to continue more than 24 hours. Both notifications shall fully explain the cause of' the interruption and its probable duration. The . fees payable are as follows: — Accompanying every application for a continuous aircraft service license, £2; a temporary aircraft service license, 2s 6d; a special aircraft service license for an aero club, £1; accompanying every application for the transfer of a license, £2: It shall be a condition of every continuous and special aircraft service license that the licensee shall keep such records as will enable the following information to be supplied to the Minister of Transport within one month of the end of every financial year of the licensee's business, such information to be supplied on being required in writing by the Commissioner of Transport:— (a) A balance sheet and profit and loss account, (b) The. number of passengers carried, classified according to the place of commencement and the end of the journey, (c) The weight of freight carried, with a general description of the nature of the articles carried. (d) The number of miles flown in any aircraft service by each licensed aircraft. Every person who supplies false or misleading information, or omits or refuses to supply the information required shall be deemed to have committed a breach of the regulations, Every persons who fails' to comply with apy condition, duty, or obligation imposed by the Transport Licensing (Commercial Aircraft Services) Act and for which a specific penalty is provided, or offends against or fails to comply with, or commits a breach of the, regulations shall be liable for every such breach to a fine not exceeding £lO.
