NAVAL ARMAMENTS

THE LONDON DISCUSSION SUGGESTIONS FOR AGREEMENT (British Official Wireless.) RUGBY, November 10. No further formal meetings between representatives of the naval Powers engaged in preliminary bilateral conversations in London have been so far arranged, but the contacts between mem-, bers of the delegations have been maintained. During the recent exchange of views various suggestions for reaching an agreement between the United States, Japan and Britain were made, but reports that specific concrete proposals had been advanced by the British representatives are inaccurate. It would appear, however, that the progress and general trend of the discussions had beeh communicated by the Japanese delegates to Tokio. Press messages from Japan state that the report from its delegation is under consideration. DISARMAMENT CONFERENCE I ! (British Official Wireless.) RUGBY, November 10. In a survey of world affairs, in his speech at the Lord's Mayor's banquet, the Prime Minister (Mr Ramsay MacDonald) said that, although he was disappointed with the result of the Disarmament Conference thus far,. the Government would continue not only to try to preserve some very useful gains, but to secure agreements still open to it, even if no formal conference was sitting. He believed the best and last word on security was international agreement on the scales of national armaments, and the lower these scales the greater the security of the nations would ' be.
