THE DISCOVERY IN MADRID FIRM GOVERNMENT ACTION MADRID, September 20. Cabinet decided that if fui ther signs of revolution appear it will declare a state of alarm, involving martial law. The police have been instructed to undertake a house to house search for explosives.
