The Education Board made clear to the school committees and the Educational Federation its attitude on .the question of addresses to scholars on the subject of the British Navy. The federa-, tion had written protesting against .the entry of Navy League representative* and Rear-admiral Burges : Watson to the schools to speak to scholars on Naiyy. matters. '' ' ' : '' The board resolved that the federation be informed that the secretary of the local branch of the league was the only person authorised to address school children regarding the aims and objects of the league, but his right" of access is subject to the approval -of both the school committees and the head teachers. The federation is also to be informed that the board had given no authority to Rear-admiral Burges-Watson to visit any schools, and was quite. Unaware that he had done so. ' ."';.'■
