SOVIET TO SUBMIT PLAN A SIGNIFICANT MOVE (Untted Press Association) (By Electric Telegraph—Copyright.) GENEVA, May 22. M. Litvinoff will submit a plan for a mutual security pact to the General Commission of the Disarmament Conference on May 29. He will suggest that the Political Commission should examine it immediately. The main lines follow M. Paul Boncour's suggestions in 1933, providing for, three groups of Powers. The first includes all those who agree to consultative measures in (he event of aggression; the second includes alKmenibers of the League, and also provides for action under the Covenant; and the third provides for a mutual European defensive pact, excluding Britain, for collective action in the event of aggressiou. The Soviet proposal notes that the first three articles of the MacDonald plan introduces the Soviet definitiou of an aggressor. Meanwhile it is understood that the United States will push the question of supervision and control of armaments. The significance of M. Litvinoff s more is increased by the prospects of Russia joining the League in September. It is believed that she has modified her original stipulation that a full vote of the Assembly must precede inviting her to join. France will endeavour to secure her smooth election, which requires a twothirds majority.
