■TO THE EDITOR. Sir—How is-the question “Are passengers carried free of charge or without reward?” to be. answered with a plain Yes or-No, as required? If a man is asked if he will have butter or jam, “Yes” is unsatisfactory as an answer, likewise “ No! ” Would not it be preferable that the word “or” in the question be “and,” or else that two questions be asked. In- any case does the question apply to the private car owner?. —I am etc., '• Private Car. May 17.
