(Received March 13, at 10 p.m.)The Berlin correspondent of Th* Times states that Herr Goering ha* modified the system of “protective” custody by restricting . the number of officials empowered to order arrests and decreeing that a person must be, brought before a judge within 24 hours and liberated, unless remanded, but in any case within eight ; days unless , Herr Goering explicitly orders further detention.
