MAIL CONTRACTS
THE AMERICAN SCANDAL THREE INVESTIGATIONS. * NEW YORK, February 21. The Washington correspondent of the Associated Press states:—The findings of three separate investigations into the operation and circumstances surrounding the letting of the ocean mail contracts will be placed in the hands of President Roosevelt. The third investigating agency made it* presence known to-day, when Secretary Roper disclosed that the Commerce Department had conducted an inquiry and filed a preliminary report with the President. Previously a Senate Committee made such a study, and for months the Post Office Department has been quietly investigating. Mr Roper, though declining to comment on the details of the inquiry, predicted that an f interesting programme " would result.
