REGISTRATION PROVISIONS CONSTITUTION OF NEW BOARD (Per United Press Association.) WELLINGTON, February 22. Provision is made for the registration of dairy factory managers- in regulations published in the Gazette to-night. The regulations, which were made under the legislation passed during the last session of Parliament, come into force on April 1 next. After the expiration of three months from that date no person not holding an appropriate certificate of registration may perform the duties of manager of a manufacturing dairy registered as a creamery or cheese factory. Applications for certificates must be made annually. The Dairy Factory Managers' Registration Board will consist of eight persons appointed by the Minister of Agriculture and be constituted as follows: — Two dairy comp&ny directors appointed on the recommendation of the New Zealand Dairy Produce Control Board; two members of the New Zealand Dairy Factory Managers' Association appointed on the recommendation of the association; one member of the Otago and Southland Factory Managers' Union appointed on the recommendation of the union; one member of the staff of Massey College appointed on the recommendation of the college council; and two members of the staff of the Department of Agriculture. The board's functions are defined as follows:—(a) To authorise registration in cases where the conditions of registration have been complied with; (b) to direct the removal of names from the register in accordance with the regulations; (c) generally within the scope of its authority to do whatever it considers necessary for the effective administration of the regulations. The Public Service Commissioner is to appoint an officer of the public service as registrar of dairy factory managers. The board may remove from the register the name of any manager who in its opinion makes or causes to be made any butter or cheese of inferior quality. Provision is made for an appeal against the board's decisions. On application and payment of the prescribed fees persons employed as managers of creameries or cheese factories or both at the time the regulations come into force are entitled to be registered as dairy factory managers. Persons considered by the board competent to perform these duties by reason of their qualifications and experience will also be entitled to registration, although at the time application is made they may not be in employment.
