CONSTITUTIONAL BILLS SENATE PASSES FINAL ' STAGES. DUBLIN, October 31. (Received Nov. 1, at 5.5 p.m.) The Senate passed the final stages of the Constitutional Bills, including an amendment applying the Privy Council clause to past decisions, prohibiting the taking of cases to the Council, or applying for leave to appeal.
