The Junker mind within and without Germany is voicing ideals of blood and iron, and the beating of jungle tomtoms is heard for a time before the struggle. Japan and Russia eye each other sullenly. All hopes in the League are failing owing to a revival of faith in force. Possibly, when the commanders issue recruiting papers there will not be the same rally of youth as in 1914. Civil war may accompany international war. There is a strong, youthful pacifist movement in all the social strata in England. The French generals’ view that if war with Germany is inevitable now is the time to strike is not shared by the Radical Socialists nor by the youth, remembering 1914. French opinion was swinging towards a more liberal attitude towards Germany until Nazi brutality created a recoil.”
