JAPAN’S INTENTION SHARP PROTEST FROM SOVIET (United Press Association.) (By Electric Telegraph—Copyright.) SHANGHAI, September 22. (Received Sept. 22, at 10.30 p.m.) The latest Soviet-Japanese incident consists of a sharp Soviet protest against the alleged Japanese intention to reform the existing management of the Chinese Eastern Railway, demanding that Manchukuo officials shall have equal responsibility with Soviet officials. Disputes have arisen, coupled with the failure to come to terms about the sale of the railway, and Japan now intends to seize the railway. Meanwhile additional Soviet activities within the Siberian border have been reported. An unending stream; of war material is flowing to Blagovestchensk and Soviet troops are every day parading in gas masks, all of which is believed to be with the purpose of dissuading Manchukuo from taking any steps with regard to seizure of the railway.
