ANTI-WAR GROUP

NO CONFERENCE YET NOT WANTED IN CHINA. SHANGHAI, September 21. After waiting for several weeks and failing to secure permission to hold a conference in Shanghai or in any other part of China, the anti-war group, headed by Lord Marley, is now awaiting instructions from Paris in regard to its future movements. Apparently there is no alternative but to return home. Lord Marley, however, avers that he will hold a conference in the Far East, even though it means proceeding to sea, hinting that Madam Sun Yat-sen has been offered a vessel for this purpose.

A previous message read: An antiwar and anti-imperialist conference, which is scheduled to meet at Shanghai, is meeting with opposition on all sides. European delegations, headed by Lord Marley and including French and Belgian delegates, reached Shanghai and were enthusiastically welcomed. The latest development is in Japan, where Lord Marley, Dr Marteaux, and the Belgian delegates were refused permission to land. They returned to Shanghai, where permission to hold the conference has so far been refused by the International Settlement authorities, on the ground that the movement is Communistic in principle. The Chinese authorities have also refused permission. Therefore it-appears that the delegation must proceed outside China for the conference, Lord Marley is chief Opposition Whip in the House of Lords. He entered the Marine Artillery in 1902. He was afterwards in the Army Staff College at Camberley. He rejoined the navy when the Great War broke out. Then he was given an artillery command in France and was mentioned in despatches. When the war ended he was appointed to his Majesty’s Signal School at Portsmouth for experimental and research work. In 1920 he retired from the service at his own request to devote himself to services with the Labour Party. He contested seats for the House of Commons in 1922 and 1923, and was Under-secre-tary for War in 1930-31, and he was Lord-in-Waiting to the King in the same period. He is 49 years of age.
