TAIERI COUNTY COUNCIL

MONTHLY MEETING The monthly meeting of the Taieri County Council was held yesterday, Cr T. Garruthers presiding. Crs J. W. Blair, J. Gow, R. A. Kempshell, W. Kirk,' F. G. Brinedon, George Stevenson, and C. Findlay were present. REPORTS. Mr John Garrett, inspector of works, reported as follows: —East Taieri Riding: Forty-five yards of maintenance gravel had been run out from tbe road dump on Shand’s road. A pipe culvert had been lifted and relaid on the Owhiro-Gladfield road.- The Owhiro and Gladstone roads bad been surfaced. Under No. 5 scheme the men had been cleaning Renton’s and School road ditches. North Taieri Riding: Sixty-two yards of maintenance gravel from Milner’s pit had been run out on the Wingatui and Gladstone roads. The following roads had been surfaced;—Wingatui, Gladstone, Gibson’s to Muir’s, and Whare Flat. Kaikorai Valley: The following roads had been surfaced: —Church Hill and Wilkinson’s. The formation of the road from the Green Island Borough boundary, Edward street, to the water race at Lukeman’s was in progress. Otokia Riding: The following roads had been surfaced;—Otokia-Kuri Bush, Allanton streets, MTntosh’s, Dickson’s, and M‘Master’s. Regarding a letter from Mr J. Bush, Brighton, which bad been before the council last meeting and referred to Cr Stevenson and himself for report, he recommended as follows;—If the gravel could be obtained free of cost from ‘ Bush’s property at the top of the hill, we would endeavour to have the work carried out.” Outram Riding: Four hundred yards of maintenance gravel from Cameron’s West Taieri River dump had been run out on the Allanton to Berwick and Outram to Allanton roads. Allanton to Berwick, Outram to Huntly, and Rhand’s road at Lee Creek bad been surfaced. Regarding a letter from Mr D. M. Park, of Outram, which had been before tbe council last meeting and referred to Cr Blair and himself for report, concerning the widening of the corner at the West Taieri bridge so as to give more visibility on the Outram to Hmdon road, on inspection it had been found that to do this would require a considerable amount of work and expense. He considered the road as being of sufficient width at that point. Maungatua Riding: The following roads had been surfaced: Kempsball’s, TimmS’s. Munroes, Grainger’s Grev’s, Twelftrees to Reid’s woolshed, Kowhai Spur, and Lee Flat. Deep Stream Riding: The following roads had been surfaced:—Hindon to Lee, Lamb Hill, Hindon Railway, Mount John, Young’s, and Walsh’s. The metalling of Young’s road would be put in band tins month. Strath-Taieri Riding: The new bridge over the Naute Creek at Rock and Pillar had been completed, this being the last creek to be bridged on the road between Mosgiel and the Maniototo County. Repairs bad also been effected to the Mount Stoker and the big Ross Creek bridges. Brown’s road bad been graded with the power grader. Sutton to Matarae and Top roads had been surfaced. Main Highways.—No. 2: The section from Mosgiel to West Taieri Church had been graded with the power grader. The section from Lee Stream to Clarks had been surfaced, also the section from Shannon to Sutton Stream. No. 3: General surface work had been carried out. No. 4: Water tables had been cleaned and surfacing had been carried out. No. 6- Tbe section from Green Island borough boundary to Brighton had been graded with the power grader; 245 yards of mamtenance gravel had been run out on the section from Bruce’s Rocks to Marshall’s. No. 6: Schist spalls had been spread on the section at Paterson’s. The report was adopted. The Finance Committee reported that the receipts for the' month had been £IOO7

10s 6d, and recommended for payment accounts totalling £2362 16s sd. The bank book showed a debit balance of £3BB 3s 3d. The response from ratepayers in arrears who had been circularised since last meeting would be fully reported on at next meeting. The committee recommended that the clerk be instructed to effect insurances on the surfacemen’s residences at Shannon and Lee Stream. The question of levying a rental for the occupation of the council’s property by the surfacemen was referred to ■ the whole council.—The report was adopted, the recommendations agreed to, and the rental fixed for the council’s property. _ Cr Stevenson reported that in connection with the carting of gravel mentioned in the report for Otokia Riding Mr Bush had offered to supply the gravel delivered at Is per yard. He moved that the offer be accepted, and the motion was carried. Tbe following recommendations by the inspector were adopted:—That tenders be called, returnable for next meeting, v ' for the following:—Deep Stream Riding—--1000 yards of maintenance metal be spread on Highway No. 2 on the section from Lee Stream to Deep Stream, StrathTaieri Riding—soo yards of maintenance gravel be spread on Highway No. 2 on the section from Sutton to Middlemarch. Otokia Riding—l2oo yards of maintenance gravel be spread on Highway No. 5 from Green Island borough boundary to Bruce’s rock. Mr John Williamson, traffic, building, and sanitary inspector reported that 21 renewal, one new driver’s license, and 15 heavy traffic licenses had been issued.— Received. The ranger reported having visited the various ridings in the county during the month. Ho had found 37 cattle wandering. He further reported that cattle at Brighton and sheep at Wingatui had been creatine a nuisance on the roads and to the_ neighbouring properties.—The council decided to inform the offenders that if the by-law was infringed proceedings would be taken against them. CORRESPONDENCE. The assistant nnder-seeretary, Public Works Department, forwarded a copy of proclamation of land declared as a road and road closed on the Deep Stream Hill deviation; and a Gazette notice exempting portions of roads in block HI, Maungatua (Shand’s estate), from the pro1928.—Received. The chairman, No. 17 District Highways Council notified of the intention to call tenders for maintenance seal on higbway, Green Island to East Taieri; and The secretary, Wairoa Harbour Board ralin S and Payment of tates by the Crown.—Received v i £ ww r l tary ’ ot , ago Aero'Club, advised that the annual meeting of the club would be held in Dunedin on 25th inst and extended an invitation to the chairman,—Noted. The secretary. Disabled Soldiers’ Committee, notified that they would be prepnred to participate in tenders for dog collars.—The clerk to forward conditions required by the council from tenderers for dog- collars, A letter was read from the Mines Department in connection with the Fernhill road and mining adjacent thereto.—Received. The engineer, Green Island Borough Council, submitted an estimate of cost of proposed metalling, and extending a culvert on the Cemetery road—a boundary road.—The clerk to ask the writer if the work could be delayed as no funds were available meantime. A memorandum was received from the district land registrar enclosing tracing of township of Loudon, and asking to be informed whether roads shown thereon were recognised as public roads, maintained and controlled by the council.— Mr W. H. Carson, solicitor, also wrote on the same matter.—The council accepted no responsibility in the matter. The clerk, Outram Town Board, wrote regarding widening the road at the approach to West Taieri bridge. He also asked for permission to plant trees on. the

footpath line from the bridge to Miss Brown’s residence. —The matter of road widening dealt with in the inspector’s report. The inspector to inquire further re tree planting. Mrs E. Callander wrote relative to attention to the road leading to her property.—The road to be surfaced. Mr B. Moore, Ocean View, Brighton, wrote suggesting that a roadway be formed from his entrance to Mr Hodge’s place.—The proposal not a matter for the council’s consideration. Robert Kidd, Sutton, wrote regarding some attention to tbe road from MTlardy’e gate to Sutton.—To be attended to. The secretary Otago Education Board, Dunedin, wrote regarding setting aside of a portion of the Lee Stream School site for a paddock for pupils’ ponies.— Agreed to. Messrs Webb, Allan, Walker, and Anderson notified the council that the district land registrar had required from them a resolution of the council re the reservoir site on Gow’a Hill, Wingatui. in accordance with the Public Works Act. —The necessary resolution was passed. Messrs Mondy, Stephens. Munro, _ and Stephens, solicitors, Dunedin, submitted a plan of a subdivision of a property in East Taieri district.—The council approved of the plan. GENERAL. On the chairman’s motion it was decided to couple the contract for Brown s road, Strath-Taieri, with the contract for Strath-Taieri mentioned in the inspector’s recommendations. Cr Kirk and the inspector were asked to look into the matter of piping the outlet from a ditch through Mr M'Kay’a property, Silverside, into the Silverstream. . , The council, after hearing the clerks report from the member for the Otokia Riding, the inspector and clerk regarding a railway crossing at_ Allanton, decided to do nothing further in the meantime. TENDERS. Tenders were accepted as follows: Contract No. 50 (Whare Flat road), Balclutha Gravel Company, £157 10s; contract No. 61 (West Taieri to Lee Stream), Mr C. Brennsell, £B7.
