WASHINGTON, September 19. (Received Sept. 21, at 0.15 a.m.) A former Congressman, Mr R. Walton Moore, has been appointed by President Roosevelt to succeed • Professor Holey as Assistant Secretary of State. It is understood that he will assume charge of the debt negotiations, which will he opened next month.
