UPPER HOUSE REFORM

MR LANG’S PETITION DOMINIONS OFFICE PUZZLED. LONDON, September 19. (Received Sept. 19, at 8.30 p.m.) _ The report that Mr Lang, the Opposition Leader in the New South Wales Assembly, is petitioning his. Majesty to withhold his assent from the Legislative Council Reform Bill has puzzled the Dominions Office, which is not aware that any appeal is pending to the Privy Council. Royal Assent has already been given, therefore the Bill becomes law, but Mr Lang appears to seek revocation; in other words he asks his Majesty to revoke his own decision, which is final.
