BRITAIN AND AMERICA TENTATIVE DATE FIXED. WASHINGTON, September 18. (Received Sept. 19, at 11.55 p.m.) The opening of the discussions on the Anglo-American debt question has been tentatively scheduled for October 5. Britain will be faced with payments on December. 15 of 183,620.000 dollars, including some 117,000,000 currently due and 65,000,000 dollars ns the balance of the payment which was due on June 15, 1932,
