MOSGIEL BOROUGH COUNCIL

MONTHLY MEETING The monthly meeting of the Mosgiel Borough Council was held last evening. Mr A. F. Quelch (Mayor) presided, and Crs W. P. Hartstonge, G, Smith, R. Smeaton, P. J. Frew, A. Stevens, and E. J. Wilson were present. REPORTS. The Finance Committee reported as follows:—Receipts and expenditure: The committee had had before it the town clerk's report detailing receipts £2G(i 3s Id, and expenditure £487 13s Bd, during the period' June 27 to July 25. Wingaiui water supply; The claims of certain water consumers connected with the pipe line between Janelield and Wingatui for rebates in accordance with the original agreement made between the residents and the council had been investigated. From the records, it appeared that a number of the present consumers were entitled to a rebate ou water charges, and the town clerk had been authorised to make the necessary adjustments. The committee had also,instructed the clerk to notify the owner of a property at Wingatui who had himself put in a water extension from his neighbour’s service, that if the connection fee was not paid promptly the supply would be discontinued, and the council would consider what further steps it would take in the matter. Disputed accounts and arbitration: The_ committee was at present in communication with a number of persons with respect to the submisssion of disputed accounts to arbitration. Loan* conversion: This matter was engaging the attention of the chairman, who would shortly be calling a special meeting of the committee in order to lay before it a suggested loan conversion scheme. Accounts for payment: The committee had examined accounts totalling £SBB Gs sd, which were recommended for payment. Outstanding rates: Consideration had been given to various outstanding rates, and the borough solicitor had been instructed in regard to same. Penalty on rates: An application by a ratepayer for remission of penalty on rates had been considered and granted subject to certain conditions. —The report was adopted. ■ The Works Committee reported as follows: —Pipe line: The work of scraping and cleaning the pipe line at Whare Flat was proceeding, and the committee was hopeful that when the whole of the pipe line had been so treated an increased supply of water would be available from this source. Level crossing: The committee had authorised the construction of a level crossing in Queen street on the usual conditions. Footpath: An application for a footpath in front of a dwelling in Forfar street had been considered, and granted subject to half-cost of the work being borne by the applicant. The report was adopted. Cr Frew reported on the proposal put forward by the Citizens’ Association that a special “ clean-up ” week bo held in the borough.—While approving of the proposal, the council decided to lot the matter stand over meantime; a little later in the year would be a more opportune time. The General Committee reported as follows :--Unlighted bicycles: Convictions had been obtained in six cases a<mmst cyclists for riding bicycles without lights after dusk. Mosgiel Post Office: The committee had considered the 1 ostmastergeneral’s reply to the council's letter complaining of lack of privacy and inadequate accommodation for the public at tlje gicl Post Office. The town clerk hiul been instructed to communicate with the Postmaster-general further "on the matte urging on him the necessity of immediate action to provide better facilities at the local Post Office. —The report was adopted. . , The Reserves Committee reported as follows: — , . Arbor Day. - At the request ,of the Minister of Internal Allan's, Arbor Day had been suitably observed in Mosgiel. Members of Aho public ami the school children had been addressed by the Mayor (Mr A. F. Quelch), Mr W. I. 0. Kaye, and Mr John Borne in the park, where a tree had been planted. Labour Day Picnic— Permission had been given for the Otago Labour Da.V Committee to hold their picnic in the Recreation Ground, Mosgiel, on Labour Post Office Reserve.—As complaints had been received of the annoyance caused to residents bv boys playing loolball on the Post Office reserve, instructions had been given that this practice must cease. —Report adopted. hi speaking to the motion for the adoption of the report, a councillor drew attention to the scaffolding standing on tho Post Office section.—lt was decided to ask the Fire Brigade to remove the sealfolding as soon as possible. CORRESPONDENCE. The Wairoa Harbour Board wrote regarding payment of rates by the Crown on Crown lands.-—lt was decided to support the board in its action. The transfers of property in the borough were notified and the clerk was instructed to make the necessary adjustments. The Highways Board notified that the sum of £ll2 had been allotted for Gordon road.-—Received. The Otago Harbour Board wrote regarding local body labourers, and suggested a conference with respect to a now award. —Cr Frew was appointed to represent tho council at the conference. GENERAL.

In connection with a six-inch water meter, quotations were laid on the table from four firms for same. —These were taken in committee to discuss.
