THE TWO-REFEREE SCHEME A FAILURE IN INDIA. CALCUTTA, June 20. Army teams refused to compete in the Indian Football Association’s shield competition because two referees are allowed to control the game. Calcutta is the only city in the world which has adopted this amazing variation of the rules of the game. The association has bowed to the army’s ultimatum and the tworeferee scheme has been suspended for the shield games. The scheme has been a failure in any case, misunderstandings between the two referees being frequent. On one occasion both referees blew their whistles for a breach, but each awarded a penalty to a different side, to the intense amusement of the crowd. The extraordinary situation was saved by one referee insisting that he was right, and the other giving way.
