Among them the Celtic language was long spoken throughout Cornwall and only ceased to be their mother tongue less than 150 years ago. The Congress of 1901 refused to recognise Cornwall as a Celtic area, but opinions changed, and in 1904 the natives of the county were solemnly recognised by the Pan-Celtic Congress as a Celtic people. That the Cornish was a Celtic nation was now admitted by everyone who knew anything about their history. As a people the Cornish were loyal to the Stuarts, and refused, said the president, to give up their loyalty at England’s bidding.
