THE LEAGUE OF NATIONS
JAPAN MAY WITHDRAW QUESTION OF MANDATES. ' LONDON, August 28. The Observer's diplomatic correspondent says that if Japan should withdraw from the League it would raise the question of her mandate over former German islands north of the Equator. The debates on this subject will be of. exceptional interest to the' British Empire, as the most important group of the mandatory Powers.
